Joseph Davis Outlaw Sr. was born on October 17, 1930, in Newport News, Virginia, to Frank Winston Outlaw and Argladis Cherry. He and Mildred were together for 51 years. "Joe Davis," as Mildred affectionally called him, "took the Father's hand" on August 30, 2023, in Hampton, Virginia, when he was 92.

Viewing will be held from 11:00 a.m. - 5:00 p.m. Wednesday, September 6, 2023 at Cooke Bros. Funeral Chapel.  A Celebration of Life service will be held 11:00 a.m. Thursday, September 7, 2023 at Third Baptist Church in Hampton, VA.  Interment will be in Hampton Memorial Gardens.
